Extend and enhance the Time Off view to Personnel Management view of employee/contractor

Extend the Time Off functionality available to a Manager on Employee Self Service to the Personnel Management module view of an employee/worker/contractor, and enable HR roles to view this information for multiple employees and filter on data ranges and plan types.
