BYO Azure BLOB Storage account for document attachments

It would be great to be able to configure the system to use a customers own BLOB storage account as one of the locations where document attachments can be stored.

This should also be extended to electronic reporting destination, so you can send the ER directly to the customers own BLOB storage account.
