Prepayment is posted (without settlement).
The vendor invoice is subject to withholding tax. When invoice is settled with prepayment, withholding tax cannot be generated.

on settlement screen/withholding tax, withholding tax cannot be added.

System should have a way to calculate withholding tax with prepayment process.
