Bank account valid date

We would appreciate to add Valid from and Valid to date on bank account form (or bank account disbursements). I know I can add a custom field, but with this custom field, it is not available to be edited by an employee via ESS (I can only show the date). The reason is a difference between US and Europe (CZ). We do not set bank account for some amount, but for some period. Thanks Ivana
