This is a functionality that is available in the Procurement and Sourcing workflow for purchase requisitions, however in the Expense Management module, the system seems to be set up in a way that doesn't separate the requester from the submitter.

Although the fields are there; but cannot be used together. The first dropdown has 2 fields that can be leveraged for this requirement - workflow submitter & expense reports.employee, however in the comparison field - the list reduces to something un-usable. It would work if the full list were provided on both values.

I agree. This is what our users requested as well, and it makes sense for consistency between modules. It's hard to explain why the delegate functionality works differently for PR/PO VS Expenses. Thanks for your consideration!
