Manager is able to mass assign goals from templates or groups, but when they want to create a new goal from scratch, there is no mechanism to assign it in bulk to the whole team, or at least create a copy of it. The idea of templates and groups may not be very effective in some cases since they are company shared and for a global company operating in multiple languages, this could very quickly become a messy place to look for a goal.

Additionally, the ability to cascade goals from yourself to your team would be also a needed functionality.
